In general, any counselor or therapist can write a letter to a prescribing doctor for obtaining a prescription for hormones, but many will not, or may say that they will and then later back out after weeks or months of counseling, innappropriate questions about your clothing, sexuality, sex life, and other sex specific stereotyped topics that should have no influence on their decision to write a letter recommending hormone replacement therapy, as they are irrelevant to your gender identity.
